<p>In an age in which Facebook and  Twitter can help friends and family deepen connection, why isn’t  American public education using technology and social media — including  school data systems — to broaden the crucial bond between teacher and  student (especially a student who needs those bonds to stay on the path  to graduation) long after the child leaves the classroom. Unfortunately, the same rules that hinder the development of school data system &#8212; a matter about which I <a href="http://www.rishawnbiddle.org/RRB/research/political_roadblocks.pdf">discussed</a> in <em>A Byte At the Apple </em>also complicate this work.</p>

<p style="text-align: left;">What&#8217;s happening today in the dropout nation:</p>
<ol>
<li>The <em>Dallas Morning News </em><a href="http://www.dallasnews.com/sharedcontent/dws/dn/latestnews/stories/030710dnmetdallasreform.3f9194c.html">takes a look</a> at the school district&#8217;s dropout factories &#8212; many of which are home to largely black and Latino students &#8212; and dissects why turning around their performance is so difficult. One reason that can easily be mentioned: The lack of community leadership, especially from black and Latino leaders. <em>EducationNews&#8217; </em>Jimmy Kilpatrick (hat tip to him) <a href="http://www.educationnews.org/ednews_today/68474.html">rightly asks</a> this question of the city&#8217;s (and the nation&#8217;s) black political leaders (and it goes for Latino and white leaders as well): &#8220;Where is the&#8230; outrage?</li>
<li>Speaking of the lack of leadership on school reform among the nation&#8217;s black politicians, Jennifer Medina <a href="http://www.nytimes.com/2010/03/07/nyregion/07perkins.html?adxnnl=1&amp;ref=education&amp;pagewanted=print&amp;adxnnlx=1267973178-Cms8lhQMyeUoX5qQtnxy5w">profiles</a> New York State Sen.  Bill Perkins, who has proven to be the biggest foe against the expansion (and existence) of charter schools in Empire Land. Sadly, he ignores the benefits charters are bringing to students who live in his Harlem-centered district. Lovely. As Harlem Children&#8217;s Zone boss Geoffrey Canada points out, Perkins&#8217; problem seems to be that most of the operators of charters are from outside the community. Well, Mr. Perkins, how about demanding more from the black leaders and middle class residents in your own community instead of piling on people who are willing to help children who aren&#8217;t their own by birth. Really. When you ask that question and demand more, then come back with your criticisms. Or as Twitter participant Clifton Whitley <a href="http://twitter.com/CliftonR/status/10127036721">writes</a>: &#8220;why doesn&#8217;t he protest failing public schools?&#8221;</li>
<li>Another area in which &#8220;leaders&#8221; are failing to take the lead: Saving the urban private and parochial schools &#8212; including Catholic schools &#8212; that have served many a poor urban child well over the past few decades. I look further at the need for school reformers &#8212; especially centrist Democrats &#8212; to embrace vouchers alongside charter schools in order to expand choice and high quality instruction for the poorest children in <a href="http://spectator.org/archives/2010/03/05/saving-catholic-schools">my latest report</a> for <em>The American Spectator</em>. Also, check out my <a href="http://www.rishawnbiddle.org/RRB/otherpubs/CWR_Dec09_Biddle.pdf">report</a> from December about the efforts by the Archdiocese of Washington to maintain its mission of educating poor and middle class families, Catholic and (more often) non-Catholic alike.</li>
<li>Michael Shaughnessy <a href="http://www.educationnews.org/michael-f-shaughnessy/66590.html">interviews</a> Rick Hess about the fostering &#8220;greenfield&#8221; approaches to education reform that move away from traditional school district systems and the underlying infrastructure (teachers unions, best practices) that come with it. Interesting read.</li>
<li><em>The Journal: Technological Horizons in Education</em> <a href="http://thejournal.com/Articles/2010/03/05/National-Ed-Tech-Plan-Advocates-Radical-Reforms-in-Schools.aspx?Page=1">reviews</a> the Obama administration&#8217;s <a href="http://www2.ed.gov/about/offices/list/os/technology/netp-executive-summary.pdf">plans</a> for the use of technology in education.We know what Tom Vander Ark <a href="http://www.varpartners.net/?p=1605">thinks</a>. I&#8217;m still thinking this through: The report is correct in arguing that American public education is in need of an overhaul to fit the needs of the 21st century. I&#8217;m all for expanded use of technology in schools in innovative ways, but I also think that technology is no more a lone silver bullet that charters, vouchers or shutting down poor performing schools. Ultimately, it comes down to great teaching and active engagement of children in learning. What are your thoughts?</li>
<li>In Kentucky, the state lower house <a href="http://www.wfie.com/Global/story.asp?S=12092043">passed</a> a bill that would require students to stay in school until age 18. This is all well and good. Perhaps the legislature will also get around to passing a law allowing for the authorization of charter schools, which could help improve the quality of education for students.</li>
<li>Off the beaten track: Math can be found in interesting places. Even in one of my five all-time favorite books (along with <em>Anne of Windy Poplars, Parliament of Whores, A Tale of a Tub, </em>and <em>Homicide: Life in the Killing Streets</em>), <em>Alice in Wonderland</em>, <a href="http://www.nytimes.com/2010/03/07/opinion/07bayley.html?hp=&amp;pagewanted=all">according</a> to the <em>New York Times</em>.</li>
</ol>

<p>What&#8217;s happening today in the dropout nation:</p>

<li>When the National Education Association took control of the Indiana State Teachers Association last year, Association after the collapse of its insurance trust fund, it was more than just a colossal embarrassment of alleged financial mismanagement &#8211; and a loss of coverage for its 50,000 rank-and-file members. After decades of winning expensive compensation packages that have made teaching one of the best-paid professions in the public sector, the collapse of ISTA &#8212; along with $600 billion in pension deficits and underfunded retirement liabilities &#8212; exposes teachers unions to increased scrutiny &#8212; especially as taxpayers may end up on the hook for the unions&#8217; failings. Read more about the collapse &#8212; and how it could help spur teacher compensation and quality reforms &#8212; in <a href="http://capitalresearch.org/pubs/pubs.html?id=718">my latest</a> <a href="http://capitalresearch.org/pubs/pdf/v1265298702.pdf"><em>Labor Watch </em>report</a>.</li>
<li>Tom Vander Ark sums up the <a href="http://www.huffingtonpost.com/tom-vander-ark/proposed-education-bargai_b_452188.html">problem</a> with the Obama Administration&#8217;s decision to essentially gut the No Child Left Behind Act by eliminating its Adequate Yearly Progress provisions: Doing so will abandon the promise of assuring that every child no matter their race or economic status, can attend a great school staffed by high-performing teachers. Of course, as I hinted last week in <a href="http://spectator.org/archives/2010/01/29/teachers-union-spending-spree"><em>The American Spectator</em></a>, the administration may be doing this (along with boosting education spending for FY 2011) in order to placate the NEA and AFT, whose help they will need in order to keep control of Congress.</li>
<li>The folks behind <em><a href="http://thelotteryfilm.com">The Lottery</a> </em>are rallying folks around an &#8220;<a href="http://thelotteryfilm.com/homepage/petition">Education Constitution</a>&#8221; demanding teacher quality reforms, expansion of school choice and other reforms. Check it out and sign it.</li>
<li>The U.S. Department of Education releases a <a href="http://www2.ed.gov/rschstat/eval/tech/use-of-education-data/use-of-education-data.pdf">timely report</a> on an important &#8212; if rarely-considered &#8212; use of school data: Improving teaching, staffing, student diagnostics and other matters at the district, school and even classroom levels. As I <a href="http://rishawnbiddle.org/RRB/research/political_roadblocks.pdf">wrote</a> last year in <a href="http://www.edexcellence.net/detail/news.cfm?news_id=740&amp;id=130"><em>A Byte at the Apple</em></a>, school data will only be the most useful once the information is delivered and made accessible in ways teachers, administrators and parents find appealing and useful. Right now, however, this is still a problem.</li>
<li>Speaking of useful data, the Consortium on Chicago School Research has a <a href="http://ccsr.uchicago.edu/web_reports/freshman/">series of papers</a> examining the on-time graduation progress of the Windy City&#8217;s high school students. Each of Chicago&#8217;s high schools are examined in depth. Read them. I am.</li>
<li><em>EducationNews </em>is re-running another one of teaching guru Martin Haberman&#8217;s <a href="http://www.educationnews.org/ed_reports/45258.html">fine essays</a>, this on whether the right people are entering teaching. Given the efforts to reform ed schools and weed out laggards before they even apprentice, the piece is as timely as ever.</li>
<li>And, with Gary Orfield&#8217;s study of charter school segregation gaining attention from newspapers and school reformers alike, Sonya Sharp of <em>Mother Jones </em><a href="http://ccsr.uchicago.edu/web_reports/freshman/">points out</a> the one thing everyone forgets: Traditional school districts are just as segregated (and often, even more segregated) no matter where we go. Joanne Jacobs also offers a <a href="http://www.joannejacobs.com/2010/02/are-charter-schools-too-black/">compendium</a> of the arguments (including those by your friendly neighborhood editor). And, by the way, here is a <a href="http://www.rishawnbiddle.org/RRB/Starfiles/public_school_diversity.htm">piece</a> I wrote a few years ago about diversity and public schools.</li>
<li>Intramural Sparring Watch: Big Edreform Andy #1 (also known as Andrew Rotherham) <a href="http://bit.ly/cwqo33">calls out</a> <em>This Week in Education</em>&#8216;s Alexander Russo (and his employer, Scholastic) for for allegedly running &#8220;hearsay&#8221; <a href="http://scholasticadministrator.typepad.com/thisweekineducation/2010/02/millot-arrogance-and-idiocy-in-massachusetts-chartering-policy.html">claims</a> against Massachusetts&#8217; education secretary, Paul Reveille, for his supposed intervention in the authorizing of a local charter school. Russo, by the way, has taken potshots against Rotherham and his folks at the Education Sector (which Rotherham, by the way, is leaving by the end of March) for years. Most recently, he <a href="http://scholasticadministrator.typepad.com/thisweekineducation/2009/12/education-sector-full-statements-on-toch-cmo-report.html">accused</a> EdSector of allegedly mucking around with a report authored by EdSector&#8217;s now-departed cofounder. Yeah, I&#8217;m exhausted from just writing about this.</li>
</ol>

<li>Politicians often double-talk their way out of trouble, but President Barack Obama has special reason to do so. Amid Democrat electoral losses &#8212; including scandal-tarred Massachusetts Attorney General Martha Coakley&#8217;s defeat at the hands of Scott Brown &#8212; is stirring fears of widespread losses in November. So Obama is going to play nice with the National Education Association and the American Federation of Teachers. But at what price? Read more in my latest <a href="http://spectator.org/archives/2010/01/29/teachers-union-spending-spree">analysis</a> in <em>The American Spectator.</em></li>
<li>At <em>Flypaper</em>, Smooth Mike offers his own <a href="http://feedproxy.google.com/~r/flypaper/~3/lp85b5VIpzs/">thoughts</a> on last night&#8217;s State of the Union address. Unlike Obama (or yours truly), he doesn&#8217;t think that education is the best anti-poverty program around. Kevin Carey has <a href="http://feedproxy.google.com/~r/TheQuickAndTheEd/~3/dRajb5siYTI/sotu-reax-ed-edition.html">different thoughts</a> (of course). Meanwhile Bob Wise of the Alliance for Excellent Education <a href="http://www.all4ed.org/publication_material/ThoughtsEd_ESEA-DoNotDelay">calls for</a> a quick reauthorization of No Child.</li>
<li>Monise Seward <a href="http://educationceo.wordpress.com/2010/01/28/whats-best-for-our-kids/">considers</a> the problems of dropping out among special ed and ELL students.</li>
<li>The <em>Economist </em><a href="http://www.economist.com/world/international/displayStory.cfm?story_id=15330604&amp;sa_campaign=twitter">takes a look</a> at higher education spending and California&#8217;s peculiar problems in funding it. Should there be more funding? Less? As everyone knows, I&#8217;ve written a <a href="http://rishawnbiddle.org/RRB/research/hechinger_budget_cuts_brief.pdf">primer</a> about the issues related to funding.</li>
<li>Tom Vander Ark <a href="http://www.varpartners.net/?p=1390">notes</a> what excites &#8212; and displeases &#8212; him about Race to the Top and the i3 education technology efforts.</li>
<li>The National Charter School Research Project comes out with its latest <a href="http://www.crpe.org/cs/crpe/download/csr_files/pub_ncsrp_hfr09_jan10.pdf">annual report</a> on the state of charters. Interesting read.</li>
<li>The latest state applications for the federal stimulus&#8217; <a href="http://www2.ed.gov/programs/statestabilization/phase-ii-resources.html">State Fiscal Stabilization Fund</a> are now available.</li>
<li>In the <em>Detroit News</em>, the head of the NEA&#8217;s Michigan affiliate <a href="http://detnews.com/article/20100127/OPINION03/1270316/1008/opinion01/Race-to-Top-fails-students#ixzz0do5fiEMr">isn&#8217;t too happy</a> with accusations that her union allegedly bullied some districts into not signing onto the Wolverine State&#8217;s Race to the Top initiatives. Iris Salters declares that the reform effort is merely &#8220;a catchy name.&#8221; Except for coming from a traditional education perspective, her argument is no different than that of a few <a href="http://www.cato-at-liberty.org/2009/10/29/another-education-roadsign-screaming-stop/">libertarian</a> and conservative reformers who will not be named.</li>
<li>At <em>EducationNews</em>, Michael Shaughnessy <a href="http://www.educationnews.org/michael-f-shaughnessy/36806.html">interviews</a> school activist Jim Freeman, who gets it right when it comes to overuse of suspensions and expulsions, and wrong when it comes to testing. Once again, perpetuating the <a href="http://spectator.org/archives/2007/12/18/the-myth-of-high-stakes-testin">myth of high-stakes testing</a>.</li>
<li>Martin Haberman <a href="http://www.educationnews.org/ed_reports/36492.html">offers</a> some more reasons why many urban districts are failing. He notes that more than half of aspiring teachers taught by university ed school programs never enter the profession. Astounding.</li>
<li>The <em>Dallas Morning News</em>&#8216; William McKenzie <a href="http://educationfrontblog.dallasnews.com/archives/2010/01/teacher-quality-heres-an-issue.html">notes</a> the latest NCTQ survey of teacher preparation at the state level. Texas doesn&#8217;t come off looking good &#8212; especially after Gov. Rick Perry decided to ditch Race to the Top participation.</li>
<li>In <em>Rochester City Paper</em>, the upstate New York city&#8217;s mayor&#8217;s effort to take control of the district is <a href="Tim Louis Macaluso ">dissected</a> by Tim Louis Macaluso. Let&#8217;s just say Mr. Macaluso isn&#8217;t impressed with the mayor&#8217;s talking points.</li>

<p>What&#8217;s happening in the dropout nation after the AFC and NFC title games:</p>

<li>Opponents of standardized testing tend to think that there is little value to subjecting students (and teachers and school districts) to exams. But, as <a href="http://www.miller-mccune.com/culture_society/a-really-hard-test-really-helps-learning-1727">reported</a> at <em>Miller-McCune</em>, testing is valuable in improving student learning (as well as proving valuable in tracking their academic progress).</li>
<li>It wasn&#8217;t unsurprising last week when New York State&#8217;s Democratic-led legislature failed to the pass legislation eliminating restrictions on growth of charter schools. What may be more surprising, as the <em>Daily News </em><a href="http://www.nydailynews.com/opinions/2010/01/24/2010-01-24_h_is_for_.html">reports</a>, is that 49 percent of legislators received part of <a href="http://www.nyfera.org/?page_id=1731">their education</a> in private schools. Essentially, a good number of Empire State politicians denied to poor children the access to high-quality education they themselves received. Hypocritical. But, as we&#8217;ve seen inside the Beltway with the shuttering of the D.C. voucher program, not shocking.</li>
<li>When it comes to education reform, India and the United States aren&#8217;t far apart, <a href="http://www.varpartners.net/?p=1383">according</a> to Tom Vander Ark.</li>
<li>The Gates Foundation hands off $10 million to Denver&#8217;s traditional school district, <a href="http://www.denverpost.com/ci_14243327">according</a> to the <em>Denver Post</em>. Whether this is a smart move or an Annenberg-like miscue? A different story.</li>
<li>Collin Hitt of the Illinois Policy Institute <a href="http://www.illinoispolicy.org/uploads/files/alternativesprimer1.pdf">gives some perspective</a> on what may be a fascinating attempt at education reform by Rod Blajocevich&#8217;s successor, Pat Quinn.</li>
<li>Even more going on in Memphis, another potential hotspot for school reform. The traditional school district there is offering more-rigorous math classes in elementary school (albeit, unfortunately, at just a few of its schools) and preparing to offer International Baccalaureate classes, <a href="http://www.commercialappeal.com/news/2010/jan/25/schools-target-math-science/">notes</a> the <em>Commercial Appeal</em>&#8216;s Jane Roberts. Now if the district can make this widespread. Meanwhile Richard Locker <a href="http://www.commercialappeal.com/news/2010/jan/24/news-analysis-unlikely-allies-altering-education/">analyzes</a> how Tennessee&#8217;s latest round of teacher evaluation reforms came to fore.</li>
<li>Fordham (or to be more-specific, Smooth Mike) <a href="http://www.edexcellence.net/flypaper/index.php/2010/01/take-our-poll-is-the-%e2%80%9crace-to-the-top%e2%80%9d-a-rip-off/">wants</a> to know if you think Race to the Top is a &#8220;rip-off&#8221;. Let them know through their poll. I have my thoughts &#8212; and you already know what they are.</li>
<li>And at Indianapolis blog, IPS B.S., teachers are <a href="http://ipsb-s.blogspot.com/2010/01/socially-promoted.html#comments">debating</a> whether the state&#8217;s proposed grade retention law is worthy of discussion. Many seem to think kids should be held back even earlier than the state suggests.</li>
<li>Finally, off-education: Get a good start this Monday. Listen to &#8220;<a href="http://www.youtube.com/watch?v=zIdk1NxMwPs">Rip the Universe&#8221;</a>, a song from one of my favorite bands, a Canadian group called <a href="http://www.reveriesoundrevue.net">Reverie Sound Revue</a>. <p>What&#8217;s happening in the dropout nation:</p>

<li>As readers know, I <a href="http://spectator.org/archives/2007/12/18/the-myth-of-high-stakes-testin">reported</a> two years ago on the reality that high school exit exams are being watered down or basically rendered useless by so-called alternative methods that allow children to graduate despite being unable to pass the tests. Now the <em>New York Times </em><a href="http://www.nytimes.com/2010/01/12/education/12exit.html?th&amp;emc=th">offers</a> its own story on the same issue. Worth reading.</li>
<li>John Fensterwald <a href="http://educatedguess.org/blog/2010/01/11/a-rush-of-mous-in-the-end/">notes</a> that more districts in California signed on to the state&#8217;s ambitious Race to the Top agenda. Still, only eight of the top 10 districts (and 10 of the top 30) signed on, defying pressure from state NEA and AFT locals. Fensterwald also <a href="http://educatedguess.org/blog/2010/01/12/race-to-top-czar-competition-works/">reports</a> that the U.S. Department of Education official in charge of Race to the Top told a Northern California audience that she was pleasantly &#8220;stunned&#8221; by the response.</li>
<li>Speaking of districts, here&#8217;s my latest <a href="http://spectator.org/archives/2010/01/13/arne-duncan-city-limits">report</a> in <a href="http://spectator.org/archives/2010/01/13/arne-duncan-city-limits"><em>The American Spectator</em></a>, this time on Arne Duncan, the bad news out of the Windy City about the district&#8217;s issues, and why reforming school districts (especially big urban districts) is so difficult to do.</li>
<li>And as for more Race to the Top news: Editorial pages in <a href="http://is.gd/67Lad">Boston</a> and <a href="http://www.buffalonews.com/opinion/anothervoice/story/919762.html">Buffalo</a> advocate for their respective states to get off the wall and embrace reform. Meanwhile the AFT&#8217;s New York State affiliate is <a href="http://www.nysut.org/cps/rde/xchg/nysut/hs.xsl/legislation_14227.htm">bringing out the proverbial shock troops</a> to battle against the upcoming reform proposals, especially the lifting of the cap on charter schools. No shocker. (Thanks to Tom Carroll&#8217;s crew for the news).</li>
<li>Tom Vander Ark <a href="http://www.varpartners.net/?p=1298">shakes his head</a> at all the negative responses to California&#8217;s parent trigger law and other opposition to parental choice. Sadly, such elitism and expertist thinking is typical in education circles. And one wonders why parents struggle to be involved?</li>
<li>Graduation rate data is now streaming out of <a href="http://www.doe.in.gov/gradrate/docs/2009_pub_schl_corp_grad_rt.xls">Indiana</a>, <a href="http://www.washingtonpost.com/wp-dyn/content/article/2010/01/08/AR2010010802102.html?hpid=sec-education">D.C</a>., and other <a href="http://www.dailymail.com/News/201001110554">states</a>. In Milwaukee, there&#8217;s <a href="http://www.bizjournals.com/milwaukee/stories/2010/01/11/daily9.html">talk </a>about forming a research and accountability group to observe the city&#8217;s woeful school system similar to the famed <a href="http://ccsr.uchicago.edu/content/index.php">Consortium on Chicago School Research</a>.</li>

Jay Mathews <a title="http://voices.washingtonpost.com/class-struggle/2009/12/when_teachers_reject_the_inter.html" href="http://">notices</a> that many teachers stubbornly won&#8217;t do so. Unfortunately, as with much with the use of technology and <a href="http://www.rishawnbiddle.org/RRB/research/political_roadblocks.pdf">data</a> in education, this isn&#8217;t so shocking. It would be great to have a technology argument in education similar to what&#8217;s going on in the<a href="http://jonbiddle.com/blog/other/future-local-newspapers-product-vs-platform"> media business</a>.</li>
<li>Julia Steiny on the overuse of <a href="http://www.projo.com/education/juliasteiny/content/EDWATCH_20_12-20-09_UNGQ7PN_v9.3019373.html">harsh school discipline</a>: &#8220;<span><span>Schools banish kids often and self-righteously.. </span></span><span><span> It’s barbaric.&#8221;<br />

<li><span><span>Big Ed Reform Andy #1 provides a<a href="http://www.eduwonk.com/2009/12/racing-to-the-top-in-michigan.html"> round-up</a> of Race to the Top news out of the Wolverine State. As I had <a href="http://spectator.org/archives/2009/10/09/school-choice-even-obama-suppo">mentioned</a> in October, for many states, it is as much a <a href="http://www.detnews.com/article/20091221/SCHOOLS/912210320/Fed-cash-spurs-Michigan-lawmakers-on-education-reforms">pursuit of the dollars</a> as it is about achieving substantial education reform. This isn&#8217;t a bad thing if the correct results are achieved.<br />

<li><span><span>Tom Vander Ark wants the nation&#8217;s dropout factories to be <a href="http://www.varpartners.net/?p=1224">fixed or replaced</a>. Who can disagree? This should also apply to the schools that serve as feeders into them.</span></span></li>
<li><span><span>Mark Kleiman <a href="http://www.samefacts.com/2009/12/uncategorized/edwards-deming-meets-no-child-left-behind/">thinks</a> the No Child Left Behind Act&#8217;s focus on testing all students at just one point in a school year is rather inefficient; according to him, management guru W. Edwards Deming would be &#8220;appalled&#8221; by it. Maybe. But it doesn&#8217;t have to be an either-or. All students need to be tested in order to assure that each child gets the highest-quality education possible based on his needs. At the same time, sampling would also make sense to do in order to see the long-term results of broad-based reforms. How about that.</span></span></li>
<li><span><span>School reform isn&#8217;t about popularity.<a href="http://gothamschools.org/2009/12/21/spike-in-anti-school-closure-protests-begins-to-heat-up-the-winter/"> Judging</a> by the protests over the closing of Jamaica High and a few other New York City schools, Joel Klein and company know this all too well.</span></span></li>
<li><span><span>Meanwhile in New Jersey, Gov.-elect Chris Christie is looking to <a href="http://www.philly.com/philly/news/new_jersey/20091220_N_J__eyes_expanded_school_choice.html">expand</a> a limited <a href="http://www.state.nj.us/education/choice/">public school choice program</a>, according to the Philadelphia Inquirer. If successful, New Jersey would be following up on California&#8217;s recent expansion of a similar program.<br />
