Watch: A California Legislator Explains the Need for Action on the Dropout Crisis

As chairman of the California state senate’s education committee, Gloria Romero would be expected to be feted and beloved by the state’s National Education Association and American Federation of Teachers affiliates. Instead, she has been one of the biggest thorns in the sides of the Golden State’s two primary teachers unions. The California State University, Los Angeles professor — who was the first woman to serve as the upper house’s majority leader — has been responsible for legislation that has removed the cap on the number of charter schools and allowing for student test data to be used in teacher evaluations. And as part of her work with outgoing Gov. Arnold Schwarzenegger to win a share of federal Race to the Top dollars, Romero also helped enact Parent Trigger,  the law that allows 51 percent of parents at a low-performing school to remove teaching staff, administrators or even the entire district (and convert the school into a charter). Although the unions have managed to defeat her effort this year to run for state schools superintendent, they haven’t exactly weakened her passion (or her efforts).

Watch this video of Romero discussing the underlying reason why she is pushing for reform: The thousands of young white, black and Latino Californians who, along with more than 1.2 million other teens this year, will drop out into poverty and prison. Think about what you can do to solve this problem — and then take action.

What Race to the Top III Should Look Like

As I have opined numerous times here and elsewhere, one of Race to the Top’s biggest flaws is that it isn’t ambitious enough. There aren’t enough players in education competing for the $3.4 billion in remaining funding; it is only a nudge toward reform not a truly bold step; and it doesn’t take advantage of the clever competition approach that has succeeded so far in getting states to take on the reforms they should have been pursuing in the first place.

What are the five steps President Barack Obama and U.S. Secretary of Education Arne Duncan should undertake in future rounds? Here are some thoughts:

  • Allow school districts, charter school networks and grassroots organizations to compete in future rounds: Obama and Duncan have already said they want to allow districts to apply for Race to the Top funding. They should. Expanding the pool of Race to the Top applicants to include school districts—including reform-minded systems such as New York City and Los Angeles Unified—would force school districts to seriously change their own practices and restructure their relationships with teachers unions. Allowing districts, along with charter school organizations such as KIPP, grassroots activists and even PTAs, would also place pressure on states participating in the competition to embrace bolder reforms.
  • Increase the rewards for embracing reform: Temporary funding isn’t enough. School districts must also gain additional rewards from participating and winning funding. One possible reward: Allowing winning districts to become enterprise zones of sorts, freeing them from state laws governing collective bargaining agreements and teacher dismissals.
  • Parental engagement must factor into the equation: The fact that California’s Parent Trigger law, along with the expansion of charter schools, is the only tool for parental engagement emerging from Race to the Top is shameful. For the next round, the Department of Education should require applicants to enact policies and laws that place parents in their proper place as consumers and kings in education decision-making.
  • Use Race funding to scale up alternative teacher training programs: Teach For America and other alternative training programs have proven they can do as good job — and particularly, with TFA, even better — than university schools of education. But there aren’t enough of them to improve the quality of school district teacher corps. Encouraging districts and charter schools to work more-closely with alternative programs (and also focus on boosting the number of men and minorities in the teaching ranks)
  • Forget consensus: Contrary to proclamations from Jon Schnur and others, consensus among stakeholders is critical element of winning Race to the Top funding. It shouldn’t be. True leadership often involves breaking with those groups that refuse to move away from a crippling status quo. More importantly, school districts and state education leaders must take a more-assertive stance in their relationships with teachers unions, revamping an oft-servile relationship that yields little for students, schools and even individual teachers. Rewarding states such as Florida for taking aggressive reform measures — even if the state needs work on other elements of its application — is crucial to making Race to the Top a truly bold reform measure.

At this moment, Race to the Top is more of a nudge toward school reform that a bold leap. Considering the dropout crisis — and that 1.2 million children drop out every year into poverty and prison — nudges aren’t enough.

But only if an infrastructure is built to help parents make the best decisions.

Rewind: Making Families Consumers — and Kings — in Education

Wall Street Journal's Top 25 Companies of the Decade

Choice is no panacea. But as seen in the consumer products market, choice can help spur innovation. Let's try this in education.

Back in December 2009, when this piece was written, the efforts to enact Parent Trigger legislation in California had just made it through its first round and charter schools hadn’t yet come under its latest array of criticism from the Gary Orfield crowd. And before events such as the protest by New York City parents (and tort filed) against the shutdown of 19 schools made one wonder about whether parents should even be allowed at the table.  In any case, this piece once again makes the point clear that family engagement in schools cannot be limited to field trips and homework. If school reform is to make any long-term impact — and if America’s public education system is to improve — parents must be the key decisionmakers in education. Even amid bad choices by parents, their participation is crucial.

If Calif. State Sen. Gloria Romero succeeds in allowing  parents in the state to to replace administrators and teachers at their schools (or convert the schools into charters), it will be an amazing step. Same is true if discussions in New Jersey about expanding its inter-district choice program come to pass. And the  federal Race to the Top initiative could provide even more options to parents — especially those stuck with sending their children to the worst urban school systems.

At the same time, these events offer an opportunity to consider what education policy — and America’s education system itself — should look like in the next half-century. And the answer is: Similar to the markets for consumer products everyone enjoys.

Few sectors in the American public or private sector are as dominated by experts, technocrats and lobbyists as education. From the development and approval of curricula to the kind of schools children can attend, the decisions are based, much consideration is given to what some adults want, how some adults want to be paid, national economic and social priorities, and occasionally, what children actually need. Every now and then, what children and their parents want does come into play. But this a rare event.

But imagine if children (and to be honest, their parents) actually could choose the kind of schools they want to attend, select the curricula that they will learn, even whether they will attend a neighborhood school or a manicured campus in suburbia? It would be difficult to figure out the direction of education at that point; after all, parents use schools as much for social-climbing and instilling their own values as they do for providing the most-rigorous education possible for their children. But it would be interesting: Perhaps “education villages” — where hipsters-turned-parents and single mothers can stay in the city and still gain the best of suburbia — would spring up in the heart of Atlanta. Or children otherwise deemed troublemakers in the traditional public school settings of today will learn in classes where the instructional day is compacted for more efficiency (and thus, less time for having to sit in class wasting time as likely to happen for students in Chicago).

These thoughts come as the Wall Street Journal presents its chart on the 25 largest companies in the world at the end of this decade. As pointed out by William Easterly (who spends his time criticizing foreign aid), only eight of the top 25 companies at the end of the 1990s kept their places by the near-end of 2009. Only six tech firms made up the top 25 versus 13 at the end of the 1990s; the tech firms on the list range from old-school software crossing into videogames and consumer wares (Microsoft) to handy cloud computing and search (Google), to a company that managed to switch gears and helped complete the personal technology revolution began by the Sony Walkman (Apple Computer).

Certainly, many of the companies knocked off the list had merged into other companies or went bust altogether; others just seen declines or stagnation in their market value. But mergers and market value losses represent a reality that these companies didn’t cater to their consumer markets. Notes Easterly: “Creative destruction is one of the triumphs of the market. The consumer is king: in 2009… The radical uncertainty of how to please consumers is an argument FOR free markets.”

At this moment, American public education is undergoing its own peculiar form of creative destruction, as education reformers and a smattering of parents — armed with data, research and political power — are forcing defenders of the status quo (teachers unions, schools of education, and school districts) to accept the need for effective change. As Fordham’s Checker Finn points out, reformers are slowly being forced to admit that their longstanding conceits also need updating (and more often than not, ditching altogether).

Yet, as I’ve pointed out over and over, the reformers must also rid themselves of their faith in expertise. They must begin to embrace the grassroots and, more importantly, accept that children and their parents must have more than just a seat at the table of decisionmaking. They must be the decisionmakers, period, and anything less just won’t do.Why? Because the nature of the reforms being proposed, promoted and legislated — all of which  involves choice, consequences and accountability — requires active participation from parents, and therefore, their support.

Choice begets choice; this is true when it comes to cellphone plans and this is also happening in education. The advent of Milwaukee’s school voucher plan in the early 1990s didn’t foster widespread development of vouchers. But the program, along with the charter school movement, has spurred the interest among parents in the kind of choice initiatives being considered in these states (and may likely become reality in the Los Angeles Unified School District). Once parents are exposed to having real power and engagement in school decisionmaking, they will not want the traditional expert-driven approach. This is a good thing.

Now, I’m not advocating for an education system that is fully free market in orientation. The reality is that the underlying infrastructure for such choice — easy access to useful information through guides, organizations or Web sites; actual mechanisms for exercising choice that exist outside of home purchases — is only coming into existence. Parents are just beginning to realize that the old concept of education — that the school can educate every child without active engagement of families that goes beyond homework and field trips — has gone by the wayside; they will make mistakes along the way.

Poor parents, in particular, need guidance; yet the current public education system treats them as even bigger nuisances than the middle-class families (who can exercise enough influence to just be merely ignored) and wealthier households (who ditch the public school system altogether). Assuring equality of opportunity in education, no matter one’s income, should not only be of paramount importance, it would be a more-effective form of economic policy than stimulus plans and tax cuts combined; the evidence largely clear that dropouts cannot be contributors to economic and social life.

But giving parents power, choices, options, advice and information should be the governing credo of education reform for the next half-century. It can be done.

What’s on the minds of the dropout nation today:

  1. Diane Ravitch’s new book, The Death and Life of the Great American School System is certainly getting heavy play. Honestly, the book is just a step above bargain bin material from my perspective. Others feel the same way:  Cato Institute education czar Andrew Coulson notes that Ravitch offers little in the way of cogent policy analysis. She can’t comment on charter schools or vouchers because she’s education historian, not a policy analyst or a researcher of any kind. Declares he: “They should never have been given credence in the first place.” Although I will state that Coulson’s argument is a bit faulty (based on his theory, most school reformers also wouldn’t qualify), he is right to state clearly what should be known by now: Ravitch is the Evan Bayh of education policy.
  2. Orestes Brownson is even more dismissive of Ravitch than Coulson or I would be. He also gives school reformers some grief: “One wishes, in vain, that education reformers would take their noses out of the test score tables and draft curriculae and talk about whether parents have a right to educate their children as they see fit… or not.” Understandable point, although I would argue that it isn’t exactly an either or. Parents should have the right to send their children to any high-quality educational options. At the same time, letting parents send children to failing schools is as much neglectful (and, dare I say, abusive) as physical abuse. There is a reasonable balance between anything goes and absolute restriction. Common core standards, from my perspective, seems unnecessary. Why? Because the National Assessment of Educational Progress already does a fine job of setting the bar for where states should be in terms of standards.
  3. For a masterful historian on education, one need not go to Ravitch. There is Jeffrey Mirel, whose treatise on the failings of the comprehensive high school system should be widely read by those interested in why high schools need reform (and why ability tracking should be abandoned altogether). His book on the history of Detroit’s public schools system should also be read. One need not agree with all of his conclusions in order to appreciate his scholarship.
  4. As Dropout Nation readers know, long-term pension and retiree health benefits and the evidence that seniority doesn’t equal quality are the two main forces that may lead to the end of traditional teachers compensation. Another reason why: The civil rights movement, which is now beginning to fully understand the consequences of seniority-based job protections (and the damage of “last hired-first fired” policies) to low-income students. As reported last month by the Los Angeles Times, the local branch of the American Civil Liberties Union is suing the L.A. Unified School District for laying off its young teachers (and by proxy, being contractually unable to replace them with experienced teachers who don’t want to teach in schools serving poor children). At Samuel Gompers Middle School, the principal there recruited a highly-talented team of young teachers just to see them laid off; the school now depends on a rotating team of lower-quality substitutes. If the ACLU succeeds, this will result in a shock to every urban school system in the nation. And the National Education Association and the American Federation of Teachers will find themselves even more on the defensive.
  5. In Tupelo, Miss., a group called 150 Men is teaming up with the local school district to mentor 150 young black male dropouts and get them back into school, according to WTVA. It is part of a larger effort by the district to get more black churches and fraternities to take the achievement gap and the dropout crisis as seriously as they took the fight against segregation five decades ago.
  6. John Fensterwald notes that a few parent groups are asking state officials about the use of the Parent Trigger and open enrollment rules that can now be used by parents to either restructure failing schools their children attend or move them to better-performing schools in the area  (whether in their home district or outside of it). The two promising moves can help improve the quality of education for the poorest children. But as Fensterwald points out, the state hasn’t given thorough guidance on the use of either one.   7. The Common Core Standards initiative being headed up by the National Governors Association and the Council for Chief State School Officers has unveiled its math and English standards for comment. Feel free to leave your comments. Checker Finn has already offered his.
